Well, I don’t think so. There is no need to get high PR links to rank well in Organic ranking.
From my point of view, it is more important to get high ranking with smarter techniques instead of getting high PR back links.
I can bet those people who said if they only get high PR links they will be #1 in Google.
I can beat them without getting high PR back link.
In SEO, it is more important that from which source you are getting back link and whether it is trusted or not. Does your content have useful information for user or not?
